Abstract
Introduction and Objective: Identifying the dimensions and components of learning transfer facilitating factors based on experts’ experiences can provide a roadmap for future human resource management activities at Mazandaran University of Medical Sciences and Health Services to enhance the effectiveness of organizational training programs. Therefore, the present study aimed to explore the facilitating factors of learning transfer at Mazandaran University of Medical Sciences.

Methodology: This study employed a qualitative research design using thematic analysis. The participants consisted of experts in the fields of human resource management, educational management, and university faculty members. Fourteen specialists were selected through purposive sampling based on the inclusion criteria and the principle of theoretical saturation. Data were collected through in-depth semi-structured interviews. The data were analyzed using the thematic analysis approach proposed by Braun and Clarke (2006) with the assistance of MAXQDA software.

Findings: The results revealed that the facilitating factors of learning transfer at Mazandaran University of Medical Sciences comprise three main categories: individual factors, organizational factors, and educational factors. These categories encompassed 10 subcategories and 41 indicators.

Conclusion: The findings indicated that individual characteristics before, during, and after learning contribute to learners’ readiness, active participation, and effective application of acquired knowledge. Organizational planning, structure, and supervision provide managerial support and strengthen the coherence of the educational system. Furthermore, educational content, technology, evaluation processes, and instructional integration ensure the quality and continuity of learning and facilitate the transfer of learning into workplace practice.
