Criminal Liability of Law Enforcement Officers in False Reporting and Its Implications on Public Trust and Social Health

Abstract
Introduction and Objective: Public trust and social health are fundamental pillars of sustainable development in any society. False reporting by law enforcement officers can undermine this trust and have widespread consequences on societal cohesion, efficiency, and psychological well-being. Therefore, the present study examines the criminal liability of law enforcement officers in cases of false reporting and its impact on public trust and social health.
Methodology: This research is based on a descriptive and analytical approach. Following a library-based research method, after identifying and collecting relevant sources, legal and jurisprudential references were examined using note-taking forms and record sheets, considering the objectives of the study.
Findings: The results indicate that any officer who, in the course of duty, intentionally submits a report contrary to reality to commanders or other responsible authorities, conceals the truth, provides a report with altered or incomplete content, fails to report crimes committed by subordinates, prevents the reporting of crimes, or delays reporting, commits a criminal offense and is subject to punishment according to the conditions of the crime. False reporting by law enforcement officers appears to lead to injustice, distortions in planning and legislation, obstacles in preventing crime and offenses, public distrust, and the emergence of dissatisfaction with the governance system of the Islamic Republic of Iran.
Conclusion: False reporting by law enforcement officers has a significant impact on public trust and social health. It can result in reduced social cohesion, increased feelings of insecurity, and weakened efficiency of official institutions. Therefore, enhancing oversight, accountability, and transparency in officers’ performance is essential to maintain public trust and promote social health.
